We already know here in our city of Amarillo there is a ban on handheld cell phone use which includes talking without a hands free device.  However, a bill just passed in the House of Representatives called HB 63, that is a statewide texting ban.Texting while Driving

The bill still has to pass the Texas Senate and Gov. Rick Perry still has veto power and has already vetoed a bill like this two years ago.

So what does this mean for Amarillo? Well if the bill passes the Senate and the Governor doesn't veto the bill, it will supersede the current law in Amarillo which means, texting while driving will only be illegal.
